Navigating the Uncharted: Conversations on End-to-End Legal Spend Management Strategies

Last week, our Lexis-Nexis sponsored panel - Dan Ruderman, Kevin Clem, Basha Rubin and Russ Philpott - quite literally braved floods and wily wild parrots to discuss End-to-End Legal Spend Management Strategies. In scenarios where in-house resources are insufficient, our objective is to eliminate friction in hiring the right outside counsel. This ensures that our internal attorneys can swiftly proceed with their docket.

Traditionally, the information for making informed hiring decisions is scattered across multiple platforms. Attorney bios are found on law firm websites, negotiated rates reside in our company matter management system, and market rate datasets, when not included in that system, must be purchased in various formats. Additionally, RFP sourcing systems often exist as standalone tools, separate from both matter management and legal billing systems—historically, even those two were distinct entities.

Navigating through this information can be time-consuming and involves multiple teams. Russ shared his insights on how he developed Okta's program, and together we discussed our current initiatives aimed at achieving a more seamless future state.

At Hearst, the matter management system lacks aggregated client rate data and a sourcing application. To address this, the department partnered with Priori Legal for its Panel Management and RFP features, as well as with LexisNexis for their extensive $50 billion Insight rate dataset. This collaboration enables us to:

🔭 Find the Right Expertise and Experience: The enriched data on law firms and attorneys housed in Priori assists Hearst attorneys in identifying qualified lawyers within existing firms that have negotiated rates and are already onboarded into our accounts payable system. Consequently, the advising attorney can begin work within hours rather than taking days—or even weeks. The team also leverages RFPs to source alternative fee arrangements for buckets of work.

💹 Source Competitive Market Rates: Counsel Link Insight data offers a market sanity check against our internal rate data. In prior roles, I collaborated with Harbor’s Counsel Command team for rate review data and dashboards. The Operations team leverages Priori’s firm and attorney profiles to present data to the Rate Review Committee during our annual review sessions. Previously, assembling these profiles was a laborious process, often requiring substantial effort from the ops team and submitting firms.

đź’µ Establish Matter Budgets: In Q4 2025, Hearst initiated the use of the RFP function to agree upon phased matter budgets for significant projects. It is now starting to connect these budgets back to the matters within our matter management system to monitor spending against commitments. This proactive approach helps managing attorneys to identify potential scoping changes or staffing issues early, thereby maintaining cost control. At previous employers, the legal department utilized zero-based budgeting for matters of all sizes.

While the concept of a single system to manage all needs is appealing, the reality is that no single tool meets every departmental requirement. Although REST APIs have simplified systems integration, I remain optimistic that the future of Model Context Protocol (MCP) with Generative AI will lead us to a point where connectivity is as effortless as plugging into an electric socket.
